HDB to launch 3,294 BTO flats with shorter wait times in October 2025
HDB will offer 3,294 Build-to-Order flats with waiting times under three years across four projects in Yishun, Sengkang, and Bedok, exceeding its 2025 target for quicker housing options.

The Housing and Development Board (HDB) will launch 3,294 Build-to-Order (BTO) flats with waiting times of under three years in its upcoming October 2025 sales exercise. These shorter waiting time (SWT) flats form more than a third of the 9,100 flats to be offered in that cycle.
According to HDB’s press release dated 12 October 2025, this launch brings the total number of SWT flats offered in 2025 to 4,690 units, exceeding its earlier commitment of 4,500.
HDB stated that it aims to continue expanding housing options for buyers with more urgent needs, pledging to launch 4,000 SWT flats per year in 2026 and 2027.
Shorter wait time flats across four key projects
The SWT flats will be located in four BTO developments in Bedok, Sengkang, and Yishun, with estimated waiting times ranging from two years and seven months to two years and nine months. They include 2-room Flexi units, 4- and 5-room flats, 3Gen flats for multi-generation households, and Community Care Apartments (CCAs) for seniors.
Yishun Glade: Lush living near mangroves
Located at Yishun Street 31 and Yishun Ring Road, Yishun Glade will comprise four 15-storey blocks with 569 units of 2-room Flexi and 4-room flats. The development has a projected wait time of two years and seven months.
Inspired by nearby Sungei Khatib Bongsu mangroves, the estate is designed with abundant greenery, featuring a therapeutic garden, rooftop garden, children’s playgrounds, and fitness stations.
It will also house a senior care centre, and is close to Junction 9, Yishun Mall, and Yishun Public Library. The Khatib Bongsu Park Connector links the site to Yishun Pond Park, while nearby bus services and Yishun MRT station ensure strong transport connectivity.
Chencharu Grove: Nature-inspired community with integrated transport
Chencharu Grove, located at Bah Soon Pah Road and Chencharu Link, will offer 826 flats across six residential blocks, with unit types ranging from 2-room Flexi to 5-room flats. Like Yishun Glade, its waiting time is two years and seven months.
Paying tribute to the area’s past as agricultural land, Chencharu Grove is designed with lush greenery, fitness corners, playgrounds, a communal garden, and a preschool.
Nearby amenities include Khatib Central, Wisteria Mall, Northpoint City, and Yishun Park Hawker Centre. A proposed mixed-use integrated development—with a hawker centre, shops, and bus interchange—will improve access to Khatib MRT station.
The site also includes a 418-unit Single Room Shared Facilities (SRSF) public rental block, replacing the pilot site at Anderson Junior College hostel in Ang Mo Kio. The SRSF model, launched in 2023, provides tenants with private bedrooms while sharing kitchens, toilets, and common spaces. A social service agency will manage operations and offer social support.
Fernvale Plains: Housing across life stages in Sengkang
In Sengkang, Fernvale Plains will feature five blocks ranging from 23 to 26 storeys. The project includes 830 units of 2-room Flexi, 4-room and 5-room flats, and 207 Community Care Apartments.
With an estimated wait time of two years and eight months, Fernvale Plains is the fifth CCA project launched to date. Eligible seniors downsizing to these units may apply for the enhanced Silver Housing Bonus of up to S$40,000 (US$30,800) starting from December 2025.
The development includes two distinct gardens, fitness stations, playgrounds, a hardcourt, a rooftop garden, and a preschool. It is located near Seletar Mall, Fernvale Community Club, and Compass One. Residents will be served by Kupang LRT station, which connects to Sengkang MRT/LRT and the town’s bus interchange.
Ping Yi Court: Courtyard living in Bedok
Ping Yi Court in Bedok will consist of five 15-storey blocks with 862 units ranging from 2-room Flexi to 3Gen flats. The estimated waiting time is two years and nine months.
Designed around a courtyard layout, the blocks are arranged along the perimeter to foster communal spaces that support resident interaction.
Amenities include a preschool, rooftop garden, playgrounds, and fitness stations. Residents will benefit from proximity to Kaki Bukit 511 Market, Bedok Mall, and Heartbeat@Bedok, which combines a library, swimming complex, community club, and sports centre.
Bedok and Kembangan MRT stations and nearby bus services along Chai Chee Street offer good public transport links.
Additional launches and classification details to follow
In addition to the four SWT projects, the October 2025 BTO exercise will include flats in Ang Mo Kio, Bishan, Bukit Merah, Jurong East, and Toa Payoh. HDB stated that classification details and further information on these projects will be released at the point of launch.
HDB affirmed its commitment to reducing wait times and addressing urgent housing needs through sustained supply of shorter waiting time flats.
