Civil servants in Singapore to receive 1.3-month year-end bonus with additional S$600 for junior staff
Singapore civil servants will receive a 1.3-month year-end Annual Variable Component (AVC) bonus, with junior-grade officers getting an additional S$600. The payment reflects GDP growth forecasts and supports lower-wage employees, in line with public sector wage policies.

Singapore civil servants will receive a 1.3-month year-end Annual Variable Component (AVC) bonus, the Public Service Division (PSD) announced on 24 November 2025.
In addition to this payout, civil servants in more junior grades—specifically those in the Management Executive Scheme at grades MX15 and MX16, and those under the Operations Support Scheme (OSS)—will receive an additional one-time payment of S$600 (approximately US$460).
This year-end payment follows close consultation with public sector unions and is based on several economic indicators.
According to the Ministry of Trade and Industry (MTI), Singapore’s gross domestic product (GDP) is now expected to grow by around 4.0 per cent in 2025. This is an upward revision, supported by stronger-than-expected performance in the first three quarters of the year, as well as favourable domestic and global economic conditions.
Labour market conditions have also improved. According to the Ministry of Manpower’s Labour Market Advance Release for the third quarter of 2025, total employment rose at a faster pace compared to the previous quarter. Unemployment rates and retrenchments remained low and stable.
The government emphasised that this bonus framework aligns with the National Wages Council (NWC) guidelines for 2025/2026, which stress the importance of supporting lower-wage workers. In line with these recommendations, the government will continue to adopt a progressive approach in determining the AVC.
Taken together with the mid-year payments, civil servants will receive a total of 1.7 months in full-year Annual Variable Component bonuses. Those in more junior grades will receive additional lump-sum payments of up to S$1,000 in 2025.
The government will also continue to pay the Non-Pensionable Annual Allowance (NPAA), also known as the 13th-month bonus, of one month to all civil servants. This standard non-variable payment complements the AVC to form a significant part of the overall public sector compensation structure.
The PSD reiterated its commitment to a fair and sustainable wage system that balances economic performance, labour conditions, and social equity within the public service.
