Woman seen pushing stroller on KJE at 2:30am sparks safety concerns
A woman was seen pushing a stroller along the KJE at around 2:30am, sparking concern and debate online. The footage, shared by Roads.sg, shows her walking on the expressway shoulder as vehicles pass at high speed. Under Singapore law, pedestrians are not allowed on expressways and can face fines or jail time.

SINGAPORE: A late-night encounter on the Kranji Expressway (KJE) has stirred discussion online after dashcam footage captured a person—believed to be a woman in a white top—walking along the road shoulder while pushing a stroller at around 2.30 am on 6 November 2025.
The clip, shared on 13 November by Roads.sg on Facebook and YouTube, shows a quiet stretch of expressway heading toward the Bukit Timah Expressway (BKE).
In the distance, a lone figure gradually comes into view as the camcar travels down the empty highway.
She continues walking steadily along the shoulder even as both the car and a motorcycle pass her at speed.
Public reaction
The unusual sight prompted a flurry of comments. One viewer said they had seen the same woman many times in daylight hours, usually pushing what appeared to be an empty wheelchair along Bukit Panjang, Woodlands Road, and Mandai Road.
They noted she typically follows the same route “rain or shine,” but this was the first time they’d seen her at night.

Another commenter questioned why the driver did not stop to offer help.

Legal implications
Singapore’s Road Traffic Act prohibits pedestrians from entering expressways.
Offenders can face a fine of up to S$1,000, up to three months’ jail, or both.
Repeat offenders may face doubled fines and jail terms of up to six months.
Authorities have not issued a statement on the incident, but the sighting has renewed concerns about pedestrian safety and the risks of walking on high-speed roads at such late hours.
