KAMPAR, PERAK — Police have arrested an 18-year-old man with intellectual disabilities following a public indecency incident near a student hostel area in Kampar that went viral on social media.

The case unfolded after CCTV footage circulated online showing a man exposing his genitals while seated on a motorcycle in the Westlake residential area, a neighbourhood known for housing local and international university students.

Incident caught on CCTV

The video, widely shared on Facebook, shows the man parking his motorcycle between two rows of houses before pulling down his trousers and staring at a young woman. The woman, believed to be a university student, was visibly shocked and ran away in fear.

According to Kampar district police chief Superintendent Mohamad Nazri Daud, the incident occurred around 9:15 a.m. on 21 October 2025, when the victim was walking to a bus stop.

Suspect arrested and sent for psychiatric evaluation

Following the viral post, police launched an investigation and on 30 October 2025, arrested the suspect along the Kampar–Gopeng road.

Superintendent Nazri confirmed that the 18-year-old suspect has an intellectual disability and has been referred to Tanjung Rambutan Hospital for psychiatric assessment and treatment.

Police identified the man through CCTV evidence, which captured him riding his motorcycle repeatedly around the residential area prior to the incident.

Police urge vigilance among students

Authorities urged the public — especially students — to remain vigilant and report similar cases immediately. “Ensure your personal safety first. If possible, record photos or videos of the suspect from a safe distance and inform the police right away,” said Superintendent Nazri.
