Man Who Took 162 Upskirt Videos and Photos Sentenced to 27 Weeks’ Jail
A 37-year-old man who persistently took upskirt photos and videos over five years—despite being caught and investigated—has been sentenced to more than six months in jail.

A man who secretly filmed and photographed women over a five-year period has been sentenced to 27 weeks’ jail after the court found his actions to be persistent, deliberate, and deeply violating.
On Wednesday (4 June), 37-year-old Edmond Kwek Liwen pleaded guilty to one count of outrage of modesty and two counts of voyeurism. A further charge of voyeurism was considered during sentencing.
Kwek admitted to taking at least 162 upskirt images and videos at various locations across Singapore.
Caught red-handed in Guoco Tower
One of his victims confronted him directly in February 2021 at Guoco Tower.
Kwek had followed her onto an escalator, where he recorded an upskirt video, and then into a lift lobby, where he filmed another. She realised what was happening when she felt him brush against the back of her thigh.
When she confronted him, Kwek tried to escape by showing her a blurry photo on his phone and deleting it. The victim managed to grab him by the neck and called for help. With the assistance of two members of the public, Kwek was stopped and later arrested.
Investigations revealed that he had not deleted the two videos of the woman.
More offences uncovered
A deeper analysis of Kwek’s phone uncovered 141 upskirt photos taken in 2019.
Even while under investigation, he continued to offend. In April 2024, after learning about a girls’ water polo competition at Our Tampines Hub, Kwek went to the swimming complex and filmed girls in swimsuits.
A coach noticed his behaviour and intervened, demanding he delete the material. Staff alerted the police, who later found 12 additional upskirt images taken between March and April 2024 on his device.
Psychiatric evaluation finds no medical excuse
A forensic psychiatric assessment by the Institute of Mental Health found that while Kwek had a history of major depressive disorder, the condition was in remission during his offences and did not drive his behaviour.
The psychiatrist noted that Kwek also had voyeurism and fetishism tendencies, but not at a clinical level that impaired his judgment.
“Kwek had voluntarily indulged in his interests for sexual pleasure and was, at all material times, in full control of his actions and knew that his actions were contrary to the law,” said Deputy Public Prosecutor (DPP) Jheong Siew Yin, quoting the IMH report.
DPP Jheong added that Kwek’s repeated actions showed he “did not at all resist his urge to record” and posed a high risk of reoffending.
Mitigation and remorse
In mitigation, defence lawyer Wilson Yeo said his client offered “no excuses” and acknowledged the seriousness of his crimes. Yeo added that Kwek had since switched to using a mobile phone without a camera function.
Kwek also addressed the court directly, apologising to his victims and pledging to “start afresh and make amends” for his behaviour.
