A witness, Chen, told Shin Min Daily News that he saw the fireworks at about 10.15pm that night.

The 52-year-old said the incident appeared to have taken place at a construction site along Carlisle Road, near the Kampong Java Flyover.

Chen said he was watching television at home when he heard the sound of fireworks.

The following day, he went to the location and found a burnt fireworks box. He took a photo of it and notified the police.
